The Bring America Home NOW campaign focuses on 5 major policy areas:

Housing is a basic human right that should be available to all Americans.

Health and homelessness are inextricably linked: a safe, stable home is the
prerequisite of health and well-being.

Employment provides not only income, but also meaning and connection. Livable
incomes are essential to prevent and homelessness. For those unable to work,
adequate public benefits are necessary to ensure stability in housing.

Education and training can play a critical role for many--children, youth, and adults--
in equipping people with the knowledge and skills needed for economic mobility.

Homelessness is a civil rights issue. People experiencing homelessness are too
often victims of hate crimes. Homelessness disproportionately impacts people of
color. And LGBTQ people/individuals face discrimination and barriers around to
accessing jobs and housing.

 We are reaching out to partners to join us in our campaign to end homelessness through a comprehensive, multifaceted push for increased public awareness and successful legislation. We especially seek involvement from organizations led by people who have themselves experienced homelessness.

Bill of Rights for Individuals

Experiencing Homelessness

The work toward a Bill of Rights to protect people identified as homeless and unhoused has resulted in legislation filed by the last session of the Delaware Legislation. A major consideration connected to social justice and housing is the protection of the civil rights of people experiencing homelessness. Individuals and families that find themselves without housing should not experience discrimination due to their housing status. Advocates continue to challenge policies and practices across the country that undermine the humanity and dignity of people experiencing and at risk of homelessness. The proposal and passage of homeless bills of rights (HBOR’s) is a strategy. To date, a few cities and states have passed such legislation including Illinois, Connecticut, Duluth (MN), Baltimore (MD), Madison (WI), Traverse City (MI). Rhode Island was the first state to pass an HBOR and Puerto Rico was the first U.S. territory to do the same. According to the National Coalition for the Homeless, legislation can look different for each but can hold shared protections against segregation, laws, and policies targeting people experiencing homelessness, privacy and property protections, protection of voting rights, and access to shelter, services, legal counsel, and education for children experiencing homelessness.

Since 2020, HerStory Ensmeble LLC has been working collaboratively in community with the H.O.M.E.S. campaign on housing and homelessness issues in Delaware. The H.O.M.E.S. campaign (Housing, Opportunity, Mobility, Stability), in partnership with the Building People Power campaign, is a grassroots effort bringing local residents, unhoused community members, educators, and advocates together to develop a housing policy agenda that supports renters, homeowners, individuals and families experiencing homelessness, and housing accessibility options for returning citizens.
